Many of the steps in XProc can be accomplished in XSLT or XQuery, but
not all of them, and it's not clear (to me) that composing long
pipelines in, for example, XSLT is particularly easy to do.
If what you want to do is a sequence of several things, for example,
several queries or transformations, XProc gives you a simple framework
for doing so. It also provides additional functionality, like greater
control over HTTP requests, that might be difficult to implement in
XSLT or XQuery.
But YMMV, I suppose.
