... but the xml parser _doesn't_ expand references in PIs so even if 
your parser supports xml catalogs it won't expand this: you'll need the 
xml-stylesheet processor (which logically occurs after the parse even if 
it's integrated into the same software) to support xml catalogs and 
then, even if it does, then as for the other cases, the effective value 
of the xml-stylesheet href would be the _content_ of the referenced file 
which would then be treated as a URL, the referenced file would not, 
itself be treated as a stylesheet.
