yes that would certainly address Roger's use cases (if they rewritten 
without all the entity weirdness)


The relvant element (uri) is in the first version of the catalog spec as 
well

somehow I must have missed it...

so the answer to the question of whether catalogs can be used with (say) 
xsl:include changes from no to yes if the xsl system (rather than the 
xml parser) is using a URI resolver that uses the catalog.
