Pete's blend for XMLlite

Following Elliotte's lead I've tried to write down some ideas for what I see 
as a simpler XML.  I've done it as a web page rather than an e-mail because 
hopefully it will be less transitory than an e-mail, and it seems too long 
for an e-mail.

I've tried to prioritize things, based on how great an improvement they 
would make, and also the impact on existing XML.  I've also attempted a 
basic assessment of the changes on existing parsers, applications and XML 
developers for each suggestion.

I intend to update it from time-to-time as I see things on the list, and 
also as my position changes.
