This was known as "distributed extensibility" and the subject of a
staggeringly long series of threads and bug reports within html WG,
including explicit support of change requests from the w3c TAG.
As there was no natural consensus it finally came to a chairs decision.
It's probably worth reading that, and the linked articles before
starting another thread:-)
