Re: [xml-dev] An XML document is not well-formed if encoding="..."does not match the actual encoding of the characters in the document, right?

Try the same experiment using a text editor rather than an XML editor. 
An XML editor can reasonably be expected to understand the encoding 
specified in the XML declaration; a general-purpose text editor is 
unlikely to do so.
