Stop standardizing HTML

This is more broadly about markup for the Web than about XML itself, but
it also makes a case against standardizing at the markup vocabulary level.

It's more limited, focusing on the cases where other standards provide
presentation, behavior, and certain key semantics, but it may be
familiar from the conversation of the past few weeks.
