Well, as per section 7 of the Namespaces 1.1 specification, "To conform
to this specification, a document MUST be well-formed according to the
XML 1.1 specification" and XML 1.1 documents are required to have a XML
declaration that declares version 1.1. It used to be that the XML 1.0
specification rendered documents with version='1.1' ill-formed, but the
latest edition changed that; so they are not outright and entirely in-
compatible, but they are not far from it.
