I would add a fourth:

(d) DTD is an anachronism - a response to a pre-XSD situation.

DTD has no perspective of further development. Technology has taken another path (XSD, and DTD-agnostic XDM as the foundation of XML processing). I think the main reason for DTD usage is inertia.
