I do not think there is one approach that meets all requirements, e.g. generating simple JSON from simple XML, handllng complex XML including mixed content, being lossless, etc.

Therefore there will be multiple solutions optimized to different requirements, and you need to select the approach that best matches your requirements.

The solutions that produce the cleanest JSON will be vocabulary-specific - so write a stylesheet to process your particular XML document type.
