I think that the GoogleCode project still has the only official
downloads of Schematron.

There are multiple exports of the GoogleCode project -- and some
alternative Schematron implementations -- on GitHub:

The one with the right name but so far no official status is the 
Schematron organization's:

   https://github.com/Schematron/schematron
