... and you are lying about that.  Your Schematron is not conformant.
I take back my incorrect statement at the end of my post. I think it was an acceptable interpretation of Schematron:2006. After posting I thought I better check the draft of Schematron:2015 to be correct, and, indeed, user-written functions and extensions are very much allowed with a queryBinding="xslt2".

Please forgive me for not checking that first.

I stand by my comments regarding implementations of Schematron that are not based on XSLT not being able to access user-defined XSLT functions (unless, I suppose, those user-defined functions were rewritten for the implementation language).
