It depends on how the speaker's hands are waving, how the listener's eardrums are wiggling, etc.

Since you mention an XML Schema declaration, among other things, you might also want to ask whether the declaration is intensional or extensional, or both, or neither, and what is the potential relevance of that issue to your question, if any.  Did the speaker know about the declaration?  Did the listener?  Did the speech occur on an alternate Thursday? Are we nauseous yet?  :-)
