Candidate Business Document Envelope Version 1.1 CSD02

Fellow BDXR TC members,
I have prepared a candidate Committee Specification Draft 02 for the
Business Document Envelope Version 1.1 here, dated for July 20, our
next meeting:

If no-one sees any problems with this package, then I will also
prepare a Committee Specification Draft 02 / Public Review Draft 02
in advance of the meeting.  Kenneth then has the options with which
to proceed as he sees fit.
This incorporates the change in cardinality for ToParty.  At the same
time I threw in the latest XAdES schemas, and I moved them to the
extension component that our users can change without affecting the
integrity of the read-only schema fragments.
Please let me know ASAP regarding anything that needs to be fixed, so
that I can make the time before the next meeting to get another draft prepared.
