Luc and I discussed this topic last night. We both share the view that given
the nature of Phil's comments the most reasonable and pragmatic way forward is
to approve CD02 "as is" and open a new issue to capture Phil's
comments on the RFC 2119 edits.

However as a professional courtesy I'd like to get Phil's agreement to this
plan before I propose it to the full TC list. I will do that later today.

Phil provided a number of comments re. the proposal for http://www.osoa.org/jira/browse/BP-16. I already reviewed the
feedback and will send comments to Phil. I believe his comments need to be
