Correction re: [cap-dev] Implementation Guide

Let me correct something I just mis-wrote.  "Required" means a 
multiplicity of not less than 1.  It doesn't necessarily mean more 
than 1... that's a different issue... and in fact in the case of 
<certainty> there should be one-and-only-one per <info> element.
