[chairs] At long last, filenaming rules document

Norm graciously helped me create the output; I was having a bit of 
trouble with the stylesheets.  The attached HTML draft (let me know if 
you'd like to see the PDF) tries to capture our list discussions.  There 
are a couple of places where I either had to invent something more 
specific than we'd discussed, or found that I had to adjust the desired 
rule slightly.  I have embedded a specific query (marked with "@@") in 
the text, but feel free to comment on any aspect.

Please respond by 18 February with (a) your comments and (b) a statement 
of whether you think you're able to start using the draft rules right 
away (perhaps slightly modified in the near future) vs. whether you 
think they're not ready for prime time.  Thanks!
