Manual approval of unsubscribed posts

Before the OASIS lists were moved, the docbook@ and docbook-apps@
lists required manual authentication of messages sent by
non-subscribers. This prevented dozens of spam messages a week from
reaching the list.

Can this important feature be immediately enabled under the new system?
