This was the only thing that sticks out here. I think this wording needs
refined to say something like:
* Maintaining membership is based on attendance at TC meetings, which is
now defined as being present during roll call at the beginning of the
meeting. However the chair may be asked to include persons who
join late in a call for extenuating reasons. For TCs without meetings,
membership is based on returning 2/3 ballots."
Otherwise if you miss the first five minutes of a call - you will more
likely
just blow the whole thing off and do something else that day!
