RE: [chairs] updates Kavi status

I've experienced problems trying to add simple hyperlinks as Kavi
"documents".  The links are saved to Kavi but are not properly resolved
when someone clicks on them (the links seem to have the "http://"
replaced with
"www.oasis-open.org/apps/org/workgroup/TC-NAME/download.php/xxxx" where
xxxx is a Kavi doc number).  

I'd also like the ability to move a document from one folder to another
- this does not currently seem to be a simple task (you must delete from
one folder prior to uploading to another).
