revised TC Guidelines published

Chairs:

I've finsihed the revision of the TC Guidelines document, and have 
posted it in the usual place. (This is not substantially different than 
the draft that I sent out a few weeks ago, but there are some changes.)

As always, comments for improvement of the doc are welcome.
