I have not seen a Web based CVS client that allows someone to upload/commit files, but I have seen several excellent viewers.
This is not a problem for me, but maybe for some.
On the plus side, there are lots of desktop options including an Explorer shell integration on windows which is very nice (Turtle CVS, I think its called.)

I thought about mentioning that too, but subversion is still beta
and I think it pays to be conservative with a version control system,
at least one widely deployed with mission-critical information.
And, as Chris pointed out, there are lots of clients for CVS and
relatively few for subversion at the moment.
