Looking at this - its seems that once this policy is enacted TC's only 
have 9 months to complete their work before they must transition to the
new policy or finish their work and presumably disband.

Members must however agree to the new agreement by their annual renewal 
date, or presumably their companies annual renewal date.

And since 50% of members must agree, those that do not - have only 9 
months left then to complete their work.

Seems like - by rejecting the 4th IPR mode the Board is creating a 
situation where potentially a whole raft of current
OASIS work will have to move out from OASIS and find a new home.

Perhaps that is intentional.
