Apologies if this was already mentioned by others, but I would recommend
taking a look at UN/CEFACT Core Components Technical Specification
(UN/CEFACT CCTS).
Some of the components you mention below already exist in CCTS and
creating others is a simple exercise. CCTS components can be expressed
in XML using the CEFACT Naming and Design Rules (NDR).
I would also point out a few facts in support of CCTS -- many vertical
standards are transitioning to CCTS, the MoUMG (of which OASIS is a
liaison member) issued a firm statement of support for CCTS, and many
solution providers (including my employer - SAP [1]) have committed to
support CCTS.
