Restore some uses of xml:lang

A small fix is needed based on a change made in the first comment 
period.  In the response to earlier comments one of the changes was 
inappropriately made globally instead of locally.

The change from xml:lang= to Lang= applies only in column definitions 
where the scope is not descendent content.  The change was 
incorrectly made everywhere.

The fix is to restore xml:lang= for those information items where 
descendent content is language specific (such as LongName), and leave 
the needed change to Lang= for column content definitions.
