Groups - OASIS Code List Representation Specification (oasis-code-list-representation-genericode-0.2.pdf) uploaded

In this version 0.2 of the spec document, only section 4 (the generated
Schema documentation) has been updated.  I believe this now covers all of
the information in the Schema.  Note, though, that all of the documentation
in section 4 needs to be reviewed and improved (that is the next major
step).

Please let me know what you think about the format, etc.
