Public review versions of genericode spec and requirements

Well, it turns out that "much easier" still leaves me with a lot of work
to do.  I'm afraid the spec is delayed indefinitely until I can work out
how to massage the XHTML produced by OpenOffice into something where the
links aren't all broken, etc., etc.
