ECF TC adopts genericode for ECF 4.0

Just an FYI for the CLR TC…  After much analysis,
scrutiny, and deliberation, the Electronic Court Filing TC has adopted
genericode for representing code lists in the Court Policy component of its
upcoming release of ECF 4.0.  Many thanks to Ken and Tony for their
assistance during this process.
