ISO 20022 code lists update

I'm still behind in getting together a document on the changes I've
proposed to genericode, but I wanted to mention that I've been proposed as
chair of a subgroup of the ISO 20022 Technical Support Group (TSG) that
will initially be looking at how ISO 20022 code lists should be
published.  Genericode is a format that a number of people have
recommended, but we have a requirement that the code list format needs to
be easily creatable and maintainable by non-technical members of ISO
working groups.  What that means in practice is

  * can't be using an XML editor;
  * could be using MS Office, OpenOffice isn't an option (impossible to get
rolled out to people's desktops);
  * could perhaps be a simple desktop app;
  * could be Web based (forms of some kind?)

I just wondered if any one had any suggestions for what has worked for
them in practice.  I know Ken has done import/export for OpenOffice, I
wasn't sure if anyone had done the same kind of thing already for MS
Office (to save me the trouble).  Alternatively, anyone done anything with
online forms?  Thanks,
