[controlled-trade] Web Page Update

I've just posted DRAFT minutes for the November meeting on the web site. If
anyone has any suggestions or corrections, feel free to email them to me,
and I'll implement the changes. Otherwise, we still have some outstanding
action items that members had agreed to do.
