Closure of OASIS DCML Network TC

OASIS members:

This is to notify you that the OASIS DCML Network TC has closed.  The TC's 
work plan is shared in part by that of the continuing DCML Framework TC 
[1], also affiliated with the OASIS DCML Member Section [2], where related 
work continues to be developed.
