I contacted the chairs and secretaries. 
Members of both TCs have been interested in developing a DITA-based specialization that would more efficiently support the various information structures that we use in our meeting minutes, but there has not been a confluence of stable OASIS postings requirements and someone with the time to sort it all out as a DITA specialization.
