Nakshatra,

The TC has discussed the issue and we agree that @processing-role should not
propagate from key definitions to key references.

Our initial analysis is that we should add @processing-role to the list of
attributes explicitly excluded from attribute merging but we'll need to
think through the exact correction to the spec.
