I suggest adding the following note to the end of "1
      Introduction":

    
Note: Lightweight DITA is a work in progress. This
      committee note outlines the current plans with the goals of
      gaining design clarity and receiving feedback from potential users
      and implementers. Please note that details might change between
      the publication of this committee note and the actual release of
