Extended register access for "supervisor" mode

We have a 
requirement to classify registers as "supervisor access" or "user access". 

 

The proposed 
approach is to qualify the registerAccess value in a way that indicates the r/w 
behavior and also indicates the supervisor/user access mode.

 

Unless there are 
objections, I'd like to update the language reference with this new 
information.

 

We can discuss
