Usage Conditions?

I'd like to know what are the usage conditions of the DITA 1.0
Specification and DTDs or Schemas?  In
http://www.oasis-open.org/committees/download.php/15316/dita10.zip,
license.txt is referenced, but this file seems to be missing from the
distribution.
