Groups - DITA 1.1 XSDs (dita_xsd_1.1.zip) uploaded

Here is the beta implementation of the DITA 1.1 XML Schemas.   

Note: The element documentation for the new elements in the schemas needs
to be updated, based on language spec, before the schemas are made
official.
