Time to Rank the DITA 1.2 requirements list

Hi all,
I think that we'd all benefit for an additional week of time to review
the proposals. I propose that we use tomorrow's meeting to
review/clarify the process for proposing and prioritizing the functional
lists.

Specifically, does the current list represent a vetted list from the
current list of defects and proposals? How do we add other items? There
are a few that I expected to see that aren't there.
