DITA 1.2 Feature List

I have reviewed the feature list. Other than the feature requests I just
posted, I can't think of anything else for 1.2.

I haven't had a chance to review the constraint and keyref proposals in
detail but I have concerns about those--we will definitely need to
thoroughly discuss the technical details.
