With respect to what should be done, perhaps the proposal needs to say something like:
The collate-as element should be used in determining the collation position of its direct parent whenever its parent is a member of a set of items that are sorted based on their content or other property values.
Such sorting is, by its nature, implementation dependent.
Typical examples include:
- Sorting topics by their title or short title texts (for example, sorting glossentry topics to create a master glossary in the context of a specific map)
- Sorting tables and figures by title
- Sorting query results by element content or title
