If you have a Subversion client installed, use the following URL to access the repository:

http://tools.oasis-open.org/version-control/svn/dita/

 

Note that upon checkin (commit) you are asked for your login, and I suspect only DITA TC members will have this privilege. I expect that guests can retrieve files from the repository.
