Xref and fn in Title: Another User Who Needs Them

I have another Publishing client who is using DITA and has an non-negotiable
requirement for xref and fn within topic titles (I think I previously
registered this requirement from a U.S. Govt. agency for which I designed a
set of DITA specializations).

Of course they can meet the requirement by using <ph> within <title>.

But I think it would probably be appropriate in 1.3 to consider officially
recognizing that these two elements are meaningfully useful w/in title, even
if technical documentation users would not normally want to allow them.
Publishing users definitely do.
