Default For Lockmeta?

The current definition of @lockmeta in the DITA is "#implied" but shouldn't
it be "yes" since that is the default behavior? That is, unless @lockmeta is
set to "no", the metadata propagation/cascade/imposition rules apply.

At a minimum, the description of @lockmeta needs to indicate what the
default behavior is when lockmeta is unspecified in the instance.
