Why does <glossgroup> not allow <titlealts>?

I just noticed that <glossgroup>, which is is a topic specialization, does
not allow <titlealts>.

Is this a bug or was there some considered reason for leaving <titlealts>
out?

Off the top of my head I can't think of any reason to leave it out and many
reasons to require it.
