I use PDF
It is all there for browse,search, link follow, the Adobe search tool in Acrobat is pretty good.
I agree search for tag defined is annoying but would not give up the containment tables for that. We need support for instance “ph defined” and “ph used” to come out of the search.

ZIP of XHTML file that can be used locally (late addition, available from TC home page, probably no one knows about it)
