New definitions needed for the 1.3 spec

We need definitions for "peer map" and "submap". Neither currently
      has a formal definition.

      

      "Peer map" is currently explained in the following sentence:

      

      "When a key scope is defined on a topic reference to a DITA map
      and the value of the scope attribute is set to "peer", then the
      referenced map is a peer map to the referencing map."
