Just FYI - during production, Paul noted the following: 

W3C link checker (validator.w3.org/checklink) after 20 minutes with no notable problems provided the following "List of duplicate and empty anchors", which the TC may wish to investigate. These were found in checking http://docs.oasis-open.org/dita/dita/v1.3/cos02/part3-all-inclusive/dita-v1.3-cos02-part3-all-inclusive.html.(specific line numbers are not included in list below, but were provided by the link checker)
