Proposed committee note: "Upgrading to DITA 1.3"

I think we need to author and release a committee note about
    "Upgrading to DITA 1.3". (Perhaps it should simply be "Upgrading to
    a new version of the DITA standard" ...)

    

    There are a lot of moving pieces involved in thoughtfully and
    successfully upgrading an implementation. Here is a quick and
