DITA TC use of Jira

Based on last week's report from Dick Hamilton, I think we should
      consider using Jira to track substantive action items that are
      likely to be tracked over several TC meetings.

    
Here's what I suggest:

    
      
We decide when an action item is opened whether it needs
        tracking in Jira.

      
A named DITA TC member must volunteer to act as the Jira
        admin:

      
        
Opening tickets

        

        
Adding references to TC minutes to tickets, updating tickets
          as work progresses
