1) Update the ant build script dita-1.3-spec.xml and include an example build.properties file
2) Update the publication metadata to ant properties routine in org.oasis.specification.common
3) Update the chm plugin to place its output in a directory structure compatible with Oasis rules
4) Update the pdf plugin to place its output in a directory structure compatible with Oasis rules
5) Update the pdf plugin to include DTD and DITA source packaging
6) Update the xhtml plugin to place its output in a directory structure compatible with Oasis rules
